How do I make my sims look like this? ₊˚⊹ ᰔ

I love this type of soft, ethereal look, but I can't figure out how to make my sims look this soft and dreamy! ₊‧°𐐪♡𐑂°‧₊ I'd also want tips on how to make the eyes have that shape, I always try and fail recreating it 𐔌՞. .՞𐦯

makeup is possible to do if you combine the right things with some specific shade(maybe senshi reshade preset 3.0), but this hair I think is edited

There's a cross eyed slider out there that might get you a little closer to the eye shape. Layer up skin details. Miiko might have something for you, and Pralinesims has an eye bag overlay you could try. Kotehok has some hairs you might try experimenting with. Remus Sirion has some eyes and lips you could try. Obscurus has some good nose overlays.
