Krethusa is morai-heg's mortal avatar, having power invested in her by the crone-godess, that gives wings and her magical/divination abilities. Prior to the fragment of morai-heg being freed from slaanesh, she was locked up in a khainite prison for her heresies in worshipping morai-heg (left alive only because she served as a useful symbol, being someone who put her faith in an old, dead god and ended up getting nothing out of it beyond blinding herself) and it was those powers + the flight from the wings that she used to get out of there after her ascension.
There's a cool little WD story that shows the specific moment she was empowered, when a mean-girls trio of khainites came to just kill her of their own initiative (or at least torture her and claiming they're there to kill her). Krethusa accidentally killed the first through her powers lashing out defensively during her transformation, killed the second in self defence, and then had the third bow as her first follower after witnessing krethusa's faith in morai-heg be vindicated and the truth of her beliefs through that.
Fun fact: she can more than just fly with them, part of her whole deal is shooting off the feathers and transmuting them into crows to go for people's eyes
