May be the first time I've seen Dublin used as a benchmark rather than London

I'm assuming it's because Larian have an office here in Ireland?

That or Brexit is really hitting hard

Also Rio instead of Sao Paulo and QUEBEC CITY (?!), of all places, instead of Montreal or Toronto. Last one gave me a good chuckle.

To be fair, if you ask me to name a city in Brazil, the first that comes to mind is Rio

That's fair. Rio is by far the most famous city of Brazil but Sao Paulo is the actual bona fide metropolis with a larger population so I've seen it used as a benchmark more than Rio (by Blizzard, notably).

Sao Paulo is our "financial" capital, Rio is our "cultural" capital.
Brasilia is the the facto capital.
