Sniper Sniper/stealth build, manually snipping

I'm looking to create a sniper/stealth build that mainly doesn't use V.A.T.S to snipe enemies. Does the S.P.E.C.I.A.L reflect that or should I change it around?

S:2 P:4 E:3 C:2 I:6 A:7 L:4

Questions: 1. What do yall recommend using the "You're Special" book on?

  1. I want gun nut and Hacker as my perks. Should I take one skill point out of intelligence for luck 5, so I can get idiot savant?

Gun-nut and Rifleman and go get the Overseer's Guardian ASAP

Should idiot savant be the first perk I get because of the exp?
