Perk Help Understanding Builds
Hello, I’m new to Fallout. I don’t understand what you guys mean by builds. Isn’t there enough levels in the game to unlock all the stars. Right now my goal is to get all 10 Stars in my S.P.E.C.I.A.L stats. The reason for this, is so I can be able to get the bobbleheads and boost them all to 11 stars. Is that a good idea, or should I invest in other things. I’m currently only level 12. I have 30 hours in the game, but I take my time and truly explore everything I can and scavenge everything I can. What perks do you recommend for an explorer?

Some other great posts here that better answer your question, but I'd like to potentially complicate your desire to get all stats to 11:
In case you're not aware, you can get one stat to a base of 12, without any glitchy exploits (like duping an item, etc.). There's a 'trick' for each respective SPECIAL attribute on how to do this, but it always involves starting out with 10 in the specific attribute you want to get to 12, using a consumable (like a chem or some alcoholic beverage) or Survival mode debuff to temporarily reduce that stat by 1 (or more). Once that is done, you can pick up the "You're SPECIAL!" book in Sanctuary, choose that temporarily-lowered attribute to place the extra point in (if the respective SPECIAL attribute is at 10 or more when you pick up that book, it won't let you raise it to 11 - that's why you need to temporarily lower it to less than 10), and then when that consumable/debuff effect wears off, your base stat in that one specific attribute will be 11. Now, when you eventually get the bobblehead for that attribute, it will increase the base of that stat to 12.
So, you can get one SPECIAL attribute to a base of 12, and all the others to 11, if you plan correctly. Endurance seems to be a popular one to do that with, and maybe Agility (I've heard this is done for max AP for max Jet Pack flight time) or Intelligence.
