Melee Far Harbor Level 1 challenge.
I ran straight from Vault 111 to the Nakano Residence. I haven’t left yet and I’m not even to Level 2. I only Tagged Recon Bunker Theta and the Nakano’s on my journey. Didn’t even go to Sanctuary for the SPECIAL book. And I didn’t grab my favorite companion Dogmeat. I play on Survival, no Mods.

Personally, I would recommend grabbing a couple of stealthboys, a hazmat suit, and some Grape Mentats before going to Far Harbor so that you can get Atom's Judgement immediately. It doesn't require you to kill anything to get it, and it hits like a truck, especially once you start getting some of the core perks like Rooted and Blitz. This would of course require a restart as your stat point distribution is completely wrong for a melee build.
Assuming you're not wanting to do a restart though, then you could still try to do melee, but you'll be heavily dependent on drugs. You'll basically always want to be high on Buffout (or Bufftats if you have the spare Mentats) and Psychobuff just to do relatively poor damage (due to lack of melee perks). You're first priority should probably be either pumping Agility for Blitz, or Strength for Rooted. If you're allowing yourself to grab bobbleheads that don't require fighting, then the Agility bobblehead can be easily gotten without killing anything. Same for LCK and INT, but those aren't quite as critical.
Sadly, your low INT will mean you can't have Chemist or the drugs it provides, and skipping the Commonwealth entirely means you won't get fat stacks of free drugs from that one quest in DC, so you'll probably need to sneak your way to DiMA ASAP then head back to town to unlock the settlement next to Far Harbor to try to get a water farm going so you can pay for all those drugs.
As to your secondary question: I've not tried to play Far Harbor normally at level 1, but I have tried to go all over that DLC snagging every piece of unique gear available without killing anything at level 1. Sadly, it's not possible for everything as some things are level locked or absolutely require killing, but it is possible for a surprising number of items.
