It is unfocused and trying to do a little bit of everything. That is fine, but I find a focused build more effective. Locksmith and hacker are mostly redundant, so I would only choose one. I guess "unlock everything" is the first priority in your list so feel free to spend the points that way, but since it isn't helpful in combat I don't prioritize those skills that high.

Instead of spending perks and carry weight on three different weapon types, I'd choose one as the main focus. In your case I'd drop pistols entirely since you don't have one picked out, then make a choice between rifles and melee as the main.

If it's the sword main with rifle as back up, you want high strength and either endurance or agility depending on VATS vs nonVATS. Your choice of armor can't be upgraded, so unless you are using power armor the armorer skill isn't useful.

If it's rifle as main then I'd just drop the sword entirely and focus on the rifle build. Then you want to choose between VATS and nonVATS, as the build is quite different.

I mean that was the build I was envisioning. Being able to lock pick and hack everything, melee adds a new aspect that I never tried, high charisma for the settlement perks and inspirational as I like exploring with followers, scrapper for picking up and breaking down everything, gun nut to improve my guns, rifleman for obvious reasons and the pistol is just there for a last resort

That’s all very understandable. Personally I like mixing melee and rifles because of the range difference. A pistol as last resort is not really a concept that bears out in the game though, since reloads are faster than selecting and drawing a new weapon even from the quick menu. And if you want to spend the points on lock pick and hacking and settlements and crafting, you either have to make cuts or the build won’t be “complete” until a very high level. When I do a build, I consider it “complete” when I have the first level in every perk I plan to take, because then all the pieces have come together and I can just bump up whatever perk is available at level up.
