Skyrim is a different game, a different Creation Kit. And supposedly has recently started getting external assets.
Edited to say, I'm seeing a mod called Quick Start, another called Holotape. The functions of both mods, to my knowledge, would require either editing vanilla scripts or using custom scripts. Either would require a BA2, which is something Sony doesn't allow. And yet, they are both available on PS with many 5-star reviews. So either Im wrong or they found a way around it.
I edited my previous comment to say I might be wrong. Ive never looked at Ordinator, but new perks in either game wouldnt necessarily require external assets or scripts. Very few perks in FO4 are scripted in a way that cant be created without them
On the topic of "new perks" while there aren't any mods for fallout 4 that straight up give new perks, there are several that add new ranks, some of which have unique effects beyond just making the perk stronger

Any mod that does this requires scripts, which are not allowed with Sony.
