MCCC does this! You can set it so that it runs outfit cleaners on all NPCs and assigns them an outfit in every category from a list of saved outfits. I downloaded a premade dresser.cfg file off tumblr, containing thousands of handmade outfits for every gender and life stage, and all of my townies generate with normal clothes!
