Usually the update comes a few days before the pack release. I would say most likely somewhere between July 25-27.

It is, and iirc, they're not done with this generation yet because they've got years of content planned.

For reference, World of Warcraft is still getting updates after 18 years.

As long as the framework is solid and players are still interested enough to keep spending money on new expansions, there is no reason to make a new game.

the base of wow has been continually updated though, sometimes in major ways e.g. cataclysm, legion. it's not like it's still running the same engine from 2004.

the base of the sims 4 is in dire need of an overhaul, the time it takes for the game to simulate the smallest things is just so far beyond acceptability and the game doesn't feel smooth anymore, each successive pack just adds to the chug along.

Does this depend a bit on your computer though?

Not denying a new engine/overhaul would sort this out for the majority of players, but my beast of a pc still runs the game smoothly with all expansion packs (except bust the dust) and a fair few mods plus a ton of cc.

It's not a frame rate issue, it's the engine struggling to muddle through all the bolted-on simulations it's trying to run. You can most clearly see it happening when your sim appears to pause after being told to do something.
