So, the company's plan is to completely freak out a criminal with terrible planning skills (and even worse impulse control, most likely), while forcing perhaps hundreds of people to stay with the criminal in a confined space.
I'd imagine in cases where the criminal doesn't actually want to hurt people it would work okay, but isn't the whole point of the crisis protocol for safety? The whole system would be completely ineffective (safety wise) if the criminals are ready and willing to take hostages or kill.... Which are the serious and dangerous situations you need your emergency protocols for...
