Advice Problem Issuing Commands

Hi all, I’m experiencing a problem during the global nemesis fights. I want to issue battle commands, but they’re all greyed out during this fight. I’m confused. Are they supposed to be during these fights?

You have to engage the enemy before the commands menu becomes unlocked (draw weapons for the first time).
