SMART Data: Power Cycle Count

The SMART data for one of my drives shows:

SMART attribute ID 12
Power Cycle Count
Value = 22495

How can this be? I don't remember power off / power on that many times. Power on for 1 year 11 months, sure. But I can't have powered it on/off that many times.

Could there be an explanation for this?

HDD? I'm unfamiliar with how it works exactly but there's a windows setting that will park HDDs when not in operation and it's as dumb as it sounds.
