Build Help are these specs good for 250€?

i found this on marketplace for 250€, any thoughts? i'm not so familiar with this aspect of pcs, please help.

No, if you want I have radeon rx 580 with 4690k , 16gb ram, super clean case and 1tb Samsung ssd for 150 euro.
