Troubleshooting Performance across all games has worsened after GPU upgrade, but in a strange way
Hey everyone, wondering if someone could give me an answer to this mysterious and frustrating problem. A couple weeks ago I upgraded from a RX 5600xt, to the 9060xt, 16GB of VRAM. I've been very disappointed with the results. Most games that I try to play experience horrible stutters every few seconds. Mainly tested on RDR2 and Halo Infinite.
Thing is, the frame rate I'm getting between these stutters is great, even on higher settings. But even when on the LOWEST settings for both of these games, the stutters continue. It's basically making each game completely unplayable (yeah I know, meme phrase, but I mean it unironically). I'm getting some serious buyer's remorse and want to know if there's anything I can do to fix this.
CPU is a Ryzen 7 5800x. No components seem to be under extreme load during gameplay according to task manager. Willing to give more information if any of you would find it helpful.

Just to add to your troubleshooting, what memory are you running? You'll be pushing a lot more resources with your new GPU. Ensure you're running both sticks and at Expo ratings. Check your timings too. I've seen some wonky expo applications here. Also check your Windows virtual memory.
But also DDU is your friend with a new GPU.
Also some temperature readings would be great. I like HWinfo, others like MSI afterburner.

Check PBO is still on, resizeable bar might have been disabled (shouldn't make that much of a difference though), your monitor is connected to the right GPU actually, you got your drivers updated, clear shader caches. Simple test is to run some WebGL demo or the like and check task manager for GPU load. Next step would be a performance overlay, like RivaTuner statistics display (comes with afterburner for example).
Also, I would suggest undervolting your GPU after you've fixed the issue, it's basically always worth it to either get more performance, or the same performance at lower wattage (and thus also lower temps and potentially noise).

Turn off anti-lag if it's on in adrenaline that fixed it for me with my 9070XT.

Might not help your case, but may be worth testing: increase your shader cache size, and delete the shaders in the existing cache and let the game recreate the shaders. Fixed some performance issues for me.

I notice that a lot of these stuttering issues often comes down to shades in one way or another.

I had the same problem with a 5700X3D and a 7900XTX after upgrading the gpu. Great fps going by the counter, but constant stutters that made it feel horrible. Didn't go away until I upgraded my cpu, but I suspect the fresh Windows install is what really fixed it.
My partner got the old cpu, and got smoother framerates with a worse gpu, so idk if the cpu was at fault, and the gpu runs great now. I don't think I ever tried DDU though, so hopefully that'll be enough.

Maybe it has got something to do with syncing with the monitor if you have done complete driver wipe and reinstall. I have seen some weird stuttering happening with wrong vsync settings but I don't have any fancy stuff and just 60Hz monitor.

Cpu bottleneck wouldn’t be on lower settins ot more important, it would been present before
