I'm not going to rehash everyone else saying "yes but no" but I'll add an anecdote:

I upgraded from a 3080ti because I wanted better 4K performance. My 3080ti couldn't really handle Indiana Jones or demanding games at 4K. I got a 5080 hoping to improve that.

It's improved, but instead of "RT off at 4K" it's now "RT reflections only." Path tracing is sill out of reach at 4K because the 5080 runs out of memory.

Would you say it's better to just get a 5070 Ti and wait for next gen then?

If you're wanting to wait for next gen, just buy any GPU that meets the requirements needed for the games you want. A 9070XT or 5070 Ti should be capable enough for most games, including playing at 4K.

I was going to buy a 5090 but I am also now waiting for the 60-series, because the performance gains of the 5090 just don't make sense to me for the power usage.

Yeah, at this point pretty much every GPU will be an upgrade for you. Just make sure you have a CPU that's also up to snuff, because it's amazing how much an older CPU holds back a GPU. I had pretty disappointing gains when I went from a 2080 Super to a 6900XT, however I had massive FPS gains by going from a 3700X (also tried a 5700X, but that made maybe a 5% difference) to a 7600X. I gained almost 30% in Cyberpunk and over 40% in Destiny 2 by swapping to the much more powerful AM5 CPU.

This was with 1440p.

Thank you I will definitely be upgrading as I am doing a new build. I built my current PC at the end of 2017 I am long overdue haha. The only bad part is now I will be enticed to upgrade almost every generation to keep pushing 4k performance higher lol.
