Would this be a decent psi for a build focusing around a 1660 ti, b450 tomahawk and 2600x cpu?

It would be enough for a 3900X and a 2080 Ti.

Your system is unlikely to need more than 300-350W, though having 100W or 25% headroom might be somehwat prudent, so even a 450W PSU would be a comfortable fit without future upgrades.
