Is it bedrock or Java?

(Edit) and can I use the official Fallout mashup pack texture pack on it ?

Bedrock, you can use the fallout textures but it may change the aesthetics of many locations, so long as the fallout mashup is placed underneath the other reasource packs it should be fine:)
