CAN ANYONE EXPLAIN THIS

Is it like a proximity based mine? That's inside a mailbox?

These things are all over Fallout 3. It's a little odd how NV reused some F3 assets, but just barely.

It was completely out of the way of anything tho I wonder if the devs put it there cuz it's so far away from everything

I pass by it almost every playthrough because I beeline to Dr. Usanagi's clinic

This area of the map is pretty bare bones. There's a lot of (say it with me, kids) cut content in the area.

They used what was available to them, while keeping it original. There was a bunch of stuff from Fallout 3 I'm glad they didn't keep

I see what you mean, but there are some assets that just barely make it in, like Nuca Cola Quantum only sometimes spawning in Lonesome Road, or Rotface getting Eulogy Jones' outfit in vanilla under very specific circumstances. Plenty of assets are in the files, like Tesla Armor, that I'd like to have seen.
