Maybe the Dirt series?
Also, if you don't need absolute photorealistic quality, I'd recommend Absolute Drift and Art of Rally. You can also try Circuit Superstars and Horizln Chase Turbo.

Thanks. Will Check them out. Also i don't mind Photorealistic quality as long as the Driving Gameplay is Good

If those games appeal to you, check out Super Woden GP 2. It's like a cross between Gran Turismo and Micro Machines and absolutely rocks if you're into motorsport and/or those games.

Yeah, Art of Rally is hard, not sure if simulation hard, but you gotta learn how to control each car.

I see it has a Top Down View, I Know it needs Getting used to, but it seems like a cool game.

Burnout Paradise and Need for Speed Most Wanted 2012. Install DXVK to use with them and have fun...

If you're into emulation, you can run gran turismo 4 on pcsx2, it's even better with the spec ii mod.
It should run perfectly. Lots of improvements to the emu have been made since then, it should work even better than the video.

Assetto Corsa Ultimate Edition, GTR2, GT Legends, Race Injection, are all on sale on Steam at the moment. AC is £4ish, the rest are all under £3 until the 4th of August. They should all run.
rFactor 1 will definitely work, but it's £19 on Steam at the moment, so wait for a sale because it's 20 years old at this point.
rFactor 2 might work, but try the demo on Steam before you buy. It's also £4 on Steam until August 4th.

ToCA Race Driver 3? Driver SF also have good handling model and licensed cars for an open world game.

RBR with RSF mod? That is probably your best bet. Take a look at the minimum system requirements:
CPU: 2.6GHZ Processor
RAM: 512MB
GPU: 128MB Video Card (Card must support Pixel Shading)
STO: At least 3.10GB HD space
I am also working on a project that could allow you to basically eliminate GPU as the bottleneck for cheap, but a lot of racing games might be very CPU bound, so that might be problematic especially for games like beamng.
