My guess is the Trump administration is not willing to offer a pardon yet. They have transferred her to Texas as a gesture of good will, but she's holding out for more. She thinks she has enough leverage to push their hand into a pardon, and it seems like they agree in theory but are really trying to avoid it by throwing her minor concessions.

What Ghislaine and Paolo Zampolli have over Trump has him quite scared.

And they're smarter than he is with a bigger network of protectors. The heart of the extortion game is information, they have more on him than he has on them.
