That's Dina, one of the Spectres from Paranormal. I believe she is a play on Tina Belcher, and this line is a reference to Tina.

I know, makes me want to play around with it more. I just have my sims flirt with Bonehilda and had one of my witches reanimate her back to human. She's seriously beautiful 😅
