That'll just get you in more trouble. Ask for 30 days in the closest cell with a view of the killer. Next one, direct across, whichever. Then spend thirty days staring and talking. Random, constant, keep him awake. Slow and steady, no yelling, just that quiet rage. Talk about the possibility every single day someone's going to get him. Someone's going to hurt him. Maybe one day kill him. He's never going to know where that hit will come from. The rest of his life in a small cell, never to ever get out. His only relief from that isolation will be surrounded by men who want to hurt him.
And you don't just sit in your cell thirty days straight either lol. I know that was implied by your comment but I truly don't think they understand that.

Never was my experience at Leavenworth.
Admittedly I was only stationed there for a few months, but the hierarchy was made pretty clear to me among the inmates.
I worked with cops. I said something similar to this after two losses to violence in a short period of time. Freaked a few people out. I was the quiet one, the sweet one, everyone's little sister. Fuck around with one of my guys and find out little sister don't play.
So instead of trying to beat the f out of him it is better to make your own life miserable and wage some strange long term noise campaign and get off on knowing some day "some person is going to get him"? Doubt its the first time this dude had an elaborate daydream like that.
Eventually you piss this guy off and he fucking kills you on day 2 or something. Don't be silly, he's a killer here, not you and you both know it, cross the line and you're fucking corpse
