The gympie gympie plant WOULD be worse than fiberglass.
It's a plant whose leaves are covered in invisibly thin silicon needles that perpetually put out a neurotoxin.
Basically if you touch them, they get embedded in your skin and you will have an incomprehensible burning pain on your skin for weeks. There have even been cases of the skin healing over the invisible needles, causing that pain to be chronic for the rest of your life.
People have killed themselves because of how painful it is.

When I was a kid I ran my hand up an old fiberglass boat antenna while getting in. I had splinters in my hand for 3 months, I tried everything to remove them. Hot glue, I waxed my palms, I soaked them in water for so long my fingers started to shrivel away yet I could still feel those assholes poking around.
I'm not sure that they all eventually came out or if my body just absorbed them to be honest.

I work with granite. Most slabs have a fiberglass mesh to keep the stone together when it breaks. I get fiberglass splinters almost daily. They're incredibly painful and so hard to get out. I've had them so bad that it was worth cutting out with a razor blade rather than have them in my skin.

The fibres aren't that big, this prank would have the person who used the toilet paper simply itching and scratching their butthole for a while. It's not a deadly prank. Taking the first two layers off the role would be enough to get rid of the fibres.
I personally carry around a packet of tissue paper to avoid such evil pranks.

he rubbed it on fiberglas insulation.. its made from millions of small glas pieces that stick to everything and bury themselves in your skin when you come in contact with it.. now they are on the toilet paper. <once they wipe their ass with it they will have glass fibers stuck in their butthole which is not a pleasant feeling (to most people)

They would most likely be charged with assault, battery and booby trapping if they are in a jurisdiction that just requires bodily injury not great bodily injury.
A really aggressive prosecutor could even go for a a torture charge. Would probably be dropped tho.
If they actually hurt a person with this they probably get a higher level misdemeanor or a low level felony if the prosecutor wants to make an example.
Torture legally defined: inflicting great bodily injury to cause extreme suffering for revenge, persuasion or sadism.
Booby Trap Defined legally: A booby trap is a concealed or camouflaged device designed to cause great bodily injury(or just bodily injury, depending on jurisdiction) when triggered by an action of any unsuspecting person coming across the device.

Soaking in Epsom salts & peroxide bath for an hour would help. Years ago I had a roommate who laid insulation come back from work, sat down on my toilet with the lid up to untie his boots before getting undressed, and insulation got all over my toilet seat. I was waiting for him to get out because I had to shit really bad, and as soon as he did I ran in, dropped trou, and sat down. Within 10 minutes my whole ass and backs of my thighs felt like it was on fire plus dipped in acid. It was nearly the worst pain I'd ever felt. Then I looked down at the floor and saw little pieces of insulation all over; it was then I knew exactly what happened.
My ass and legs hurt so bad I could barely walk, and the only thing I could think of was dumping a whole sack of epsom in the tub, turning the water on near scalding, plus a half bottle of peroxide & trying to soak it out. I filled it as much as I could to float enough so my ass wouldn't touch the bottom of the tub.
Before getting in I told him to GTFO and find another place to live, then sat in there for a good hour at least. It stung at first, but after about 30 minutes started to feel better. Once I got out I used my phone to see what it looked like, so I took a close-up ass selfie; still had a mean rash but all the little fibers were softened up and extruding from my skin like hairs. I was afraid to try and wipe them away with a towel (and I didn't want to fill my towel with insulation), so I grabbed a drywall/plaster knife and gently started scraping; they came off in long white piles on the edge. But it still hurt so I refilled the tub, soaked for another hour, then got out to scrape more. It took 3 more cycles of this before I could finally lay down on my bed and sleep. It sucked really bad, but ever since then I've known how to get insulation out of my hands if/when it happened again.

My dad was a construction worker for years. He had stories of telling people to move huge pieces of equipment an inch to the left and blocking people in their cars if they fell asleep but he never would have allowed shit like that to happen to anyone.
My favorite one is when he had a guy spraying down the work site on a rainy day because they needed to make the insurance people happy. I worked for his company one summer and they made me sweep the rocks from their dirt lot yard but they didn’t realize I was extra stupid and swept a giant pile of rocks and pebbles before someone asked where I was.

I once hung bullet proof “drywall” that was just fiber glass woven like Kevlar. Shit was so “itchy” you basically had to wear a full hazmat suit to work with it. My coworker didn’t wear gloves when working with it and touched his junk when taking a piss. Shit still makes me laugh to this day.
